The study used a qualitative case-study design supported by interviews, focus groups, and NVivo analysis. It explored how migration, settlement patterns, infrastructure, institutional coordination, community behavior, socioeconomic conditions, and public policy shape exposure to recurrent flooding. The work was informed by the Whole Community concept and the mitigation, preparedness, response, and recovery phases of emergency management.
